Fedora::Datastream should track control_group attribute correctly

Description
Currently Datastreams don't set their control_group attribute when they're being read from Fedora, so there is no way to figure out if they are Inline XML or Managed Content.
Fedora::Datastream. control_group should return the control_group of the datastream in Fedora.
If the datastream has not been saved to Fedora yet, it should return @attributes.control_group
